E-bikes present a special problem for speed classifications. Experience on a bike, at any speed, helps create skills over time: reaction time, maneuverability, speed in different surfaces and circumstances. Reaction time at 18 mph is more critical than at 13 mph. Going down a hill with a turn or stop at the bottom is more challenging to control the bike at faster speeds. Going over gravel at turns is more dangerous at faster speeds. A judgement call going fast has to be quicker than at slower speeds. Some riders don't have enough experience handling a bike, so going faster on an e-bike may present problems when encountering these and other issues.
